It is located on your map and is just north of Cheydinhal. Forts - ruined imperial posts, usually consisting of both underground and on-ground facilities. Once you have all 3, praying at another 2 wayshrine gives you that Pelinel vision for the helm & the priory. Hermaeus Mora's Shrine is a Daedric Shrine located high in the Jerall Mountains, at the northern edge of the province, north of Sancre Tor. The shrine maps below show the shrine locations of all 120 shrines across the world of Breath of the Wild - plus those added with The Champions' Ballad DLC, which appear in green on each map. As the Shrines' locations don't appear as map markers, use the screenshots below to know the exact locations of all of them. Only a few Clouded Funnel Cap grow near the south-southeast of the shrine and a few Green Stain Cup to the northwest near a Nirnroot. It'll turn out that it's actually underwater. The map that the Prophet gave you (shown above) lacks accuracy. The shrine is most easily accessed through the mountain trail from Chorrol to Bruma.
From what I can tell, you don't have to use the exact 9 wayshrines marked on the map for the Knights of the Nine quest. When near the shrine a number of stone staircases will appear, similar to the ones in Bruma.
